I usually had just enough room between my face and the roof deck nails to slide the vent in to place. But you only need install them between pairs of rafters straddling soffit vents.
It was easiest to do all this on my back instead of my belly. The blown cellulose would also support the weight of the rafter vent. Baffle vents are needed to ensure proper ventilation when insul.

Once I shoved the batt insulation back in to place I would pull the end of the rafter vent down away from the roof decking. There is no ridge vent in our metal roof which we just had installed last summer.
